All proposals should demonstrate that they will not duplicate any pre-existing ser vices, unless there is a clear need for additional services
All proposals must demonstrate that their plan can tentatively be replicated by other organizations
All proposals should demonstrate that there will be collaboration and cooperation with other organizations and/or agencies, as well as tentatively promote activities that build and maintain substantial connections among a diverse group of individuals and organizations
