The proposed project will deliver a comprehensive OVC service package based on the priority needs of the each selected child as determined by the vulnerability assessment. The comprehensive package is defined by the Uganda National OVC policy developed by the Ministry of Gender, Labour and Social Development. It includes nine core program areas (CPAs) under which the proposed interventions fall. The policy also emphasizes delivery of a comprehensive package which covers all the CPAs during implementation. Secondary data will be used to identify sub counties with the most needy children and subsequently based on the selection criteria most vulnerable children will be registered. A vulnerability assessment will be carried out among the registered OVC to determine their individual needs so that they receive targeted services in the spectrum of OVC CPAs.
